I do not think that the central government has the power to assert its authority. I think that without significant cooperation from leaders of the various sections, the Federation would dissolve. I have, for example, been hearing for years that the Far East has been straining at the bit, and would like to reconstitute itself as a Pacific Rim state. In such an eventuality, I believe that the Communist/Nationalist coalition would be solidified, and would take over the government and attempt to rectify things through the use of force. Although I do not think they would be successful, I do think it could be bloody. It has been my understanding that Yeltsin has been kept in power, despite general dissatisfaction, because he is the one person who seems to be able to keep a modicum of fealty from the provinces, and who seems to be able to keep the opposition from a decisive victory. Perhaps I am mistaken. I have read essays in the New York Review of Books making similar charges to the ones you are making, but I never found them wholly convincing.....
