The difference in growth isn't so large as it seems, after all, NAS (in this report) has an extra year. Actually, I'm a bit surprised that the difference is not larger, but then as (Everett Dirksen?) used to say, a billion here, a billion there, and pretty soon you're talking about real money! At these levels, this far out, a 50% or 100% opinion difference between foreccasters would not be unexpected.
