The only reason that we might be encouraged by signs that the Courts officially acknowledge the State's delaying tactics is that the Courts can impose a tighter schedule if they choose to.

There may be interest from the Panama City New Herald in the CCO story. Perhaps we can get a little press attention in the next few weeks. I've sent the new Business Editor those background stories from the Oil & Gas Journal along with the 1998 Detroit Free Press Story on the Miller Brothers vs Michigan Inverse Condemnation Case. I've also sent them my "editorial" on why the State is acting immorally as well as illegally. Finally I sent them my proposed settlement for an indefinite delay in drilling. Whether He can put it all together is the question.

I am having second thoughts about communicating too much with State Officials. I assume they already know about the Miller Brothers vs Michigan Case, but apparently Michigan came up with method of cutting the appraisal by a factor of ten but it was too late to have the Courts consider it. I don't know how an appraisal for CCO's leases will be handled in the Florida Courts. The appraisal process is supposed to arrive at "fair market value", but whether this applies to the leases or to the value of the oil may be in question. I suppose a factor of ten could come out of this difference.
