While that's true in theory, it doesn't really show the whole story. The specialist is required to provide a liquid market so if everyone wanted to sell, technically the specialist would have to buy the shares, therefore negating the buyer/seller (in the open market) concept. The quid they get for providing the liquid market is that they can control the price, so if everyone wants to sell, then they get to lower the price and hopefully profit later on.
