Here's Campbell's reasoning. He doesn't sound too thrilled:

Why Tom Runs
Liberal Republican Rep. Tom Campbell recently paid a surprise visit to the Capitol Hill office of Democratic Sen. Dianne Feinstein, and gave an unusual reason for his plans to run against her in California next year.

After saying he admired Feinstein, Campbell explained he would lose his tenure as a Stanford economics professor unless he returns within two years. He said it's not worth giving up that sinecure to remain in the House, but the sacrifice would be justified if he moved to the Senate.

This will be the second Senate try for Campbell, who lost in the 1992 Republican primary to conservative Bruce Herschensohn. This time, Campbell, who is pro-choice and pro-gun control, is backed by prominent California conservatives such as Rep. Christopher Cox (chairman of the House Republican Policy Committee) as the best bet to beat Feinstein.

From yesterday's Bob Novak column.
