The difference is: Wall Street isn't likely to go back to rewarding companies merely for owning spectrum.
To produce an attractive return mobile operators must create a business system that can generate sufficient cash flow. Their ability to regain the growth rates of the late 1980s will depend, in particular, on two things: first, whether falling prices promote greater usage, halting the erosion of revenue per subscriber; and, second, how soon (if ever) cellular and PCS can seriously eat into the wireline local-access market.
