If I am not mistaken, I am sure that at my local Sam's Club, where they sell satellite TV, there is an explanation of how the local channels are already being offered in 6 cities and up to 20 on the way. Is it the case that the local channels were opened up and the cable industry took them to court? If so, then the local channels are already being offered, and any ruling for its existence keeps it there. Therefore, it is already available.
