Government's Technology-neutral Policy Allows MTNL to Offer State-of-the-art Wireless Services

Costa Mesa, CA, November 2, 1999 - The CDMA Development Group (CDG) applauds Mahanagar
Telephone Nigam Ltd.'s (MTNL) decision to offer its subscribers mobile services using cdmaOne
technology. cdmaOne offers carriers the ability to deliver high quality voice, faster time to market, more
economical deployment, and significant increases in capacity over competing wireless technologies.

"The CDG congratulates MTNL on becoming the first wireless operator to commercially offer cdmaOne
mobile services in India," said Perry LaForge, executive director of the CDG. "Today's announcement is
possible because of India's Telecommunications Commission's technology-neutral policy, which promotes
competition in bringing advanced telecommunications services to the region. It is clear that an open
standards position benefits the consumer, and we are encouraged by India's, and also Japan's, recent
endorsement of technology neutrality. We look forward to other countries adopting a similar policy."

MTNL formally launched India's first mobile cdmaOne service earlier this month offering advanced wireless
services to its wireless local loop (WLL) subscribers in New Delhi and Mumbai. MTNL currently has a
cdmaOne WLL system in Delhi and Mumbai.
