Does anyone know if the new SEC rule (Limit order display rule) applies to all OTC stocks now?

Recently I placed a limit BUY order at $10 3/4 w/ e-schwab. The order just sat there even though there were many trades took place at at a lower bid of $10 5/8. It was not executed until the last trade price showed $10 1/2. Has anyone had an experience like this? If the SEC rule already applies to all OTC stock, then e-schwab did not get me the best price. Any comments.
