Looks like they were dead serious about capacity shortages on the North American Crossing:

biz.yahoo.com

ROCHESTER, N.Y.--Nov. 2, 1999--Global Crossing Ltd. (NASDAQ:GBLX), which is building and operating the world's most advanced global IP-based fiber optic network, today announced that it has completed the first phase of an IP over OC-192 field trial using Lucent's Multi-Terabit Switch/Routers. Global Crossing is the first carrier to deploy IP over OC-192 in a real-world environment, passing production IP traffic on an optical transmission network at 10 Gbps (gigabits per second). Customers will benefit from an IP network that is four times faster than anything available today, with an ability to scale instantaneously to meet changing demand. Global Crossing expects to roll out this service commercially on its North American Crossing network in the first half of 2000.
