Curious about the lack of visible military in Tibet while we were touring there, I restumbled across this passage in a dated Stratfor GIU - 07-May-1999:

"China has reportedly shifted a large number of People's Armed Police (PAP) officers from duty in Tibet and Xinjiang to major cities in the East as a precaution in the days leading up to the June 4 anniversary of the Tiananmen Square incident. According to a report in the South China Morning Post, more that 100,000 officers who had been sent to the Western peripheral regions to control potential outbreaks of unrest have recently been moved to the urban centers. The relocation of the officers is part of an ongoing campaign in China this year to ensure social stability."

I can vouch for this. We saw more PLA soldiers in Tiananmen Square on Oct 2nd, than we saw in all of the portion of Tibet that we toured for 5 days. Interesting perspective, looking back now.
