Ted, That is correct, idle machines can be turned on and that capacity utilised. Vacant space makes no parts. Of course you can buy machines to fill that space more easily thenbuiliding a new FAB space and then adding new machines. Lead times on new .18 or .13 production machines can be as long as two years plus the commissioning time, so the ideal partner has machines that they ordered 2 years ago and they get shipped right in. Perhaps AMD has machines on order? Sometimes you can buy a place in the line from someone who no longer has need of a machine they ordered some time ago. I suspect there may be some speculators in that lineup as well? Anyone know if speculators order steppers in the hope that 2 years fron now they will be able to sell them for a bunch/ stepper scalpers?, sounds like whipper snappers.
