Heinz, Pardon me, but you are not sure. You are biased. If you admit that the backward looking budgetery situation has vastly improved in recent years (whatever may be the cause and future sustainability) then why is it hard for you to accept that some part of the extra money (surplus or not) is being used to retire loans? That was the stated goal AFAIR. -BGR.
