Not necessarily, they certainly have the access to the tools, bank accounts, overview. The problem might be that they already think Tony "The Fall Guy" Marchiano did it, that fits in nicely with the other case, AND more importantly his name ends in a vowel, and ignore anybody else.

It does have the advantage of winding up the investigation more quickly though.
