You can be reasonably certain that an OOB channel will be used to implement all sorts of proprietary magic. Topology and throughput management come immediately to mind.

I'm not familiar with any ITU work in the area, but then again, that is not surprising since they are not exactly forthcoming with details to guys who aren't paying dues. The standardization of anything at that scale would likely be a long, arduous process. Especially in the ITU. Consider what the agenda would probably look like:

1) standardize the lambda in some way so that it will be compatible with all existing and future systems.

2) standardize the protocol (operations and encoding)

3) somehow achieve interoperability between implementations from various vendors.

I haven't participated in any ITU processes, but based on what I have heard, it will take a long time.

Finally, consider the fact that management is one of the areas that equipment vendors use to differentiate themselves. I also know of at least one other company trying to patent similar technology to perform topology management.

All this begs the question as to whether or not a patent such as this is really enforcible. If my interpretation of the legalese is correct, then I'm sure the holder will try and answer that question quickly.
