I think what he meant is that accuracy is not necessarily required with a larger caliber, especially a 357 magnum or a 45, if you get within a foot of a vital organ, the wound will be devastating enough to be fatal. He was speaking also of a defensive posture, where the worse the shot, the more the danger that you will not STOP the attacker. I think he used "tiny" to refer to caliber, not size of the gun

Marksmanship is crucial with such a tiny gun, so practice drawing your .22 and firing it rapidly into a melon at ten feet or so.

Oh what BS. .22 target pistols aren't at all tiny. They're quite large, with long barrels, and they're very accurate
