| Mosaic Wins Significant E-Commerce Contracts
 November 4, 1999

TORONTO, ONTARIO--Mosaic Group Inc. (TSE: MGX), Canada's leading
outsourced marketing services agency, today announced two
multi-year e-commerce contracts. Mosaic subsidiary, eForce Inc.
and partner Intelecom Systems Inc. (20% owned by Mosaic) will use
a proprietary billing technology to provide innovative
transactional e-commerce solutions for EastLink Telephone and
Homeservice Club of Canada. The five-year contract for EastLink
Telephone is estimated to be worth $15 to $20 million in revenues
to eForce, with the three year contract for Homeservice Club worth
an estimated $8 to $10 million, depending on customer penetration
 levels achieved.

eForce has created a unique program for EastLink's 200,000 cable
subscribers called EastLink Long Distance. The program will be
expanded to non-cable customers in the near future, allowing
EastLink to sell the service anywhere in Canada. EastLink Long
Distance tracks and rates each customer's monthly usage against
the top three long distance plans and bills according to the
lowest. EastLink Telephone is a Maritime-based telecommunications
company that is Canada's first provider of local telephone service
using 'voice over cable' technology. The innovative eForce program
represents a broadening of services for EastLink, which now offers
its subscribers a portfolio of services including local telephone
service, high-speed Internet, cable and long distance.

 For Homeservice Club, a 50,000-member Toronto-based organization
that protects the interests of homeowners, eForce has created a
program that selects the lowest-priced long distance plan for each
subscriber call and calculates an additional 5 percent off as a
credit towards Homeservice Club home repair, renovation and
 24-hour emergency services.

Subscribers to these new programs will have the added benefit of
multiple payment options and multiple statement delivery methods,
including delivery by post, fax, e-mail or viewing on a
 password-protected website.

"We are excited about the increasing size and sophistication of
our e-commerce contract wins. Our e-commerce platform is an area
where Mosaic can provide value-added service to our clients and
help them achieve their goals of increasing market share and
retaining customers. EForce has made considerable progress since
entering the e-commerce market last year - we now have three
customers including our CIBC Guaranteed Proof program, have a 20%
strategic investment in Intelecom our technology service provider,
and have a business that is generating operating earnings. Our
goal is to quickly take the eForce and Intelecom platform
farther," said Michael Preston, Chairman and CEO of Mosaic Group.
