TLC The Laser Center Inc. Announces Normal Course Issuer Bid


BETHESDA, Md. and TORONTO--(BUSINESS WIRE)--Nov. 4, 1999--TLC The Laser Center Inc. (NASDAQ:TLCV) (TSE:TLC.) announced that it intends, subject to regulatory approval, to purchase up to 1.87 million of its common shares, representing approximately 5% of the 37,453,188 common shares currently outstanding.

The purchases may take place from time to time, depending on market conditions, through the facilities of the Nasdaq National Market and The Toronto Stock Exchange and will commence on November 8,1999 and will terminate by November 4, 2000, or by such earlier date as TLC may determine. The prices which TLC will pay for any common shares will be the market price of the shares at the time of acquisition. Any common shares acquired by TLC will be canceled.

TLC believes that currently and from time to time, the market price of its common shares may not fully reflect the value of its business and its future business prospects. In such circumstances, the purchase of TLC's outstanding shares may represent an attractive investment and an appropriate and desirable use of its available funds.

TLC The Laser Center Inc. owns and manages eyecare centers throughout North America and, together with its network of eyecare providers, specializes in laser vision correction to correct common refractive vision disorders.
