Isn't labor a VARIABLE cost ?

Also, across-the-board layoffs are the absolutely worst thing to do - bad for morale, bad for the laid off people, BAD FOR INTEL, etc.

A strict enforcement of performance levels - during the good times and bad times - is the right way to go. Individual employment should be dealt with on an ongoing, near-daily basis, not on a knee-jerk reaction to economic conditions.
