It's simpler than that, fan. Lawyers communicate with each other and the courts with WordPerfect. That is their de-facto standard. If the federal courts used Word, they literally would need to convert their documents to WP to communicate with the rest of the lawyers "in the private sector". Its not a government issue. Its a lawyer issue.
