Clay: The global trend is procurement thru a single Prime who has partnership agreements with most of the Subcontractors on the Buyer approved Restricted lists. In brief, if there are 5 Companies on the restricted Lists, all 5 could theoretically respond to the RFP with a separate proposal as the Prime presuming they have partnership agreements for Items they do not have.

A single point source accountability is far more important than ensuring that all the Eqpt is procured from one source.

Perhaps others who have had Contract Admn experience on large projects may like to share their views.
