These things are like connecting dots. This finding is dot A, which leads to Dot B, I guess, which is, did they violate anticompetitive laws, and if it is found that they did, what damages were incurred. A final written judgment would probably be rendered separately which would incorporate the remedy or punishment, which of course, is immediately appealed.

I haven't followed this very closely but that's usually how it happens. This is just the first step in a chain, sort of, and I don't know the timetable for the rest of the findings. I thought they'd all be released together in one document, usually they are.
