Dear Voltaire:

I am primarily a lurker but have followed the Board since my investment in QCOM last December. Your calls have been extraordinary and have been given with an unselfishness that deserves recognition. My complements to you for your willingness to share your views. I thought this partial e.mail from Thomson-I-Watch might get a knowing response from you.

Regards,

REM55

05-Nov-99 12:19:29 Question: How can it be that Qualcomm is up 11% on
volume of 6.1 million shares and I-Watch is not showing a single Super
Message and only a sprinkling of Interest Messages? What kind of
product are these I-Watch people running anyway?

Answer: Here's the thing and it's at the heart of the very reason that
I-Watch is so valuable to individual investors - we have no control
over the data in I-Watch. What you see on I-Watch is a direct
representation of what is being advertised on the Street by the Big
Money Brokers. So if there is no data, this means that no one is
advertising to move blocks - the lack of information can be just as
valuable as a chart filled with super bid/offers. When you think about
it, limited action on I-Watch is consistent with the way Qualcomm's
moving today. If you're an institution, how do you price a bid/offer on
a block of stock when in 5 minutes the stock's price can be 5 to 10
points higher/lower. Over 92% of today's volume stems from non-block
trading - that means speculative investors, both professional and
retail, are running the show today. Portfolio managers have no desire
to compete on pricing with day traders. Consistent with this, the
portion of the post-trade volume attributable to retail brokers is
unusually high. Take a look at Qualcomm's recent price data - the firm
has surged 31% this week and over 1000% year-to-date. This type of
unprecedented growth pretty much paralyzes every type of investor but
those looking to play the stock in the short-term. Knowing the "who"
behind Qualcomm's surge is an extremely valuable piece of data that can
help you gain a better picture of why the stock is moving like it is
and what you should expect in the near-term. It's amazing what you can
garner from "no" data on I-Watch.
