If the judge is making findings of FACT those are decisions and are entitled to a great deal of deference by any reviewing court- because the Judge is presumed to be closer to the original material and witnesses. Reviewing bodies look mostly at procedural issues- findings of fact are rarely reversed on appeal- not saying it doesn't happen, but findings of fact are given great deference.
