Considering how many states piled on to this lawsuit, this smells of the new Clinton-era tax strategy. The only reason they haven't gone after liquor yet is that many states are liquor retailers. They'll require them to separate their browser from the OS, change their contracts with OEMs, and impose a tax, er penalty, to be collected by the Feds and the states.
