I have not checked but I believe this paragraph was written by Peter E who works for Cisco. You can find this out by checking on the IEEE802.11 minutes.

I definitely do not agree with him about where WOFDM is (not) applicable. He maybe talking about VOFDM since VOFDM has this vector element that, in my belief, may require larger antennas (or an antenna array) and some consistency in the multipath.

WOFDM as applied in the IEEE802.11a, again IMO, is definitely targeting wireless LAN applications both fixed and portable.
