You're absolutely correct the short dips below 1.00/share didn't affect its status and it shouldn't have.
The 1.00/share is a valid price to watch because it is one of NASDAQ requirements but not the only one. Market capitalization, available working capital and surplus funds are other tests that are applied.
A company must also meet administrative standards ie: directors, annual meetings etc.

It's been awhile since I reviewed the requirements.I think you can find more information at www.nasdaq.com It seems to me they are in the process of reviewing the present regulations in anticipation of changing them.
