In my service area [Bell Atlantic} we have a second line to the house. Each line is capped with a minimum monthly usage charge that maxes at $25 per month for line and usage. This is tarriffed by the state PUC.

The total charge for my narrowband ISP package is $25 [tel] plus $19.99 for the ISP which results in $45 per month. Therefore the total cost to convert to cable modem is no more than or less than a narrowband solution.

No doubt penetration rates would be higher in such locations. I wonder how many other people have monthly charges for local calling.
