You are very close about what I am saying but who gave any figures.. Surely when Noah and his family were saved being 8 souls That 1% figure is much too high !
1 Peter 3:20 Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.
Notice "saved by water" the water saved them from the REST of the WORLD !
2 Peter 2:5 And spared not the old world, but saved Noah the eighth person, a preacher of righteousness, bringing in the flood upon the world of the ungodly;

Genesis 6:5 And GOD saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually.
How can a Holy God love wicked mankind.. who spurn even their own maker ?
Look at what Joseph says about his brothers evil actions...
Genesis 50:20 But as for you, ye thought evil against me; but God meant it unto good, to bring to pass, as it is this day, to save much people alive.
His brothers did him evil . yet God planned that very evil to work for good so that Joseph would be the saviour in Christ that saved those same brothers. Joseph and his family !
Romans 8:28 And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
So then God WORKS all things EVEN Judas betraying His own Son for good to the elect!
That is LOVE ! Love to the elect but not to Judas.
I ask most people to describe God with but one word that describes Him best they would say LOVE

God created Adam UPRIGHT ! Adam fell into spiritual death both he and the entire human race... Look at what Jesus said:
John 3:18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
The whole world is condemned in the FIRST ADAM....

Romans 11:22 Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in his goodness: otherwise thou also shalt be cut off.
This is a verse that shows BOTH God's Love and his Justice.
Jesus said this:
John 15:13 Greater love hath no man than this, that a man lay down his life for his friends.

Romans 5:8 But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.
God is not just Judgement, Wrath and Righteousness
God is also Mercy, Forgiveness and LOVE.
