Well, maybe Tony'll tell us. But if I have to guess, I'd say Lehmann. He'd been contacting everyone who was willing to listen to him in the financial press for a long time. Some of what he was offering was stupid: I mean, woo woo, send the SEC a 10-page paper explaining how Reg-S scams are done. Who among us couldn't do that? He thought the SEC didn't KNOW or something?

Probably that sort of silliness guaranteed that no one would listen to him when he was right...

But the REAL question remains: who was the intended victim? Lehmann, Chalem? Or both?
