Tom it seems like Msft has always been ignorant and niave re regulatory matters and the need for lobbying efforts. I recall reading where, up until a couple of years ago, their only govt relations/lobbying effort was a lawyer in D.C. spending part of his time on msft issues. (That lawyer was not an experienced govt relations person, btw.) Victor
