Cheryl, I made the mistake of reading John's reply, so I was bewildered as to your proposal.
Were you thinking about treating Operating Systems somewhat like we do other legal monopolies in this country -- Copyrights, patents, etc?
Would you have some minimal period of time where the developer would have a protected right, in order to encourage people to develop the software, and recover their investment?
Something along the lines you suggest might just work, if the rules could be established --and the the possibility of Gov regulation minimized.
