True to a point.... but the findings of fact are part of the public record and by themselves make a case...hence the Justice department has done more than half the work for civil suits that have yet to be filed. Not to mention the impact this will have in other regions examining msft practices... as well as in their business negotiations and posture as they enter or expand into new markets. They will be under a microscope until they change their corporate posture... and their relations between themselves and everyone around them. They will have to become good citizens under standards outside their own insular way of thinking. I don't think that will be an easy task for them. Sincerety and believe-ability have never been their strong points, ever.
