An injunctive remedy is one where the court orders the agency or someone employed by that agency to stop doing something that it believes is wrong.

A mandamus is an order of the court directing the agency to "do its job" , e.g., make a decision that it is required to make, complete a proceeding that has dragged on for an unreasonable and unjust period.

Because he is an agent of the Federal Government, hawkeye is prohibited from representing the interests of others (class action on behalf of all) in a proceeding where an agency of the Federal Government has an adverse interest. However, hawkeye is allowed to represent himself in such a proceeding. Because of the nature of the relief that would be requested in hawkeye's case, in practical terms it would make no difference to aauhaa as a stockholder.
