No, I don't think so. MSFT will probably fight the ruling and tie it up in court for years and years. IBM did the same thing years ago, and successfully fought off the government. Interestingly, investors in IBM did not do particularly well until just the last several years.
Compare that to the returns earned by ATT stockholders when they volunteered to be split up. It is possible that investors in MSFT might be better off if it voluntarily split up, too, but I don't expect that to happen.
