The handling of individual crises is separate from having a grasp of the fundamentals. The big strategic decisions have to do with things like support of NATO expansion. Also, there is a reason why the president has a huge intelligence and national security apparatus, as well as the State Department. Anyone who comes into the job will alter his views in detail, on the assumption that this apparatus is not merely a waste of time. That is why it is prudent not to shoot from the hip as a candidate, because the president (or vice- president) has the advantage in information and advice. I will not argue specifically that Bush is up to the job, but I do not yet see anyone I would trust more applying....
