Tellme, would I be able to go to my local CompUSA, buy a copy of Windows 98 and install it on a DELL computer??? If so would it boot??

An operating system that is written to run on a system that conforms to certain standards will run on a system that implements those standards, regardless of how many novel, proprietary, and patented ways those standards are implemented. The implementation of those standards is a black box as far as the OS is concerned, but inside that black box is a proprietary hardware implementation that effects efficiency, robustness, etc.
