Hey Puna...I haven't forgotten about you, just had to check on some things. Check this out:

Open Outlook Express and click on "Tools", and select "Options".

Now there should be a tab on the window that opens up that says "Dial Up". Click on that.

Make sure "Do not dial a connection" and "Warn me before switching dial up connections" is selected.

Click ok to close the window.

Now let me know if that takes care of it for you.
