Bux, perhaps the carriers are just testing the waters and building interest before spending the money on packet switched data since it's not really ready yet. Irwin Jacobs spoke about the "first to market" advantage in wireless data. These carriers don't want the customers with the greatest need for wireless data to sign contracts with their competitors. That makes sense, but how accurate is it as a measuring tool if customers (who test it) determine that it is not production-ready and chose not to deploy it? The result of the test is that there is no demand, when in reality, there is no demand for slow, over-priced, low quality circuit switched data that makes your phone inoperable while using the data service. As far as readiness of packet switched data, HDR is not ready, but IS-95B is, and CDMA-2000 is supposed to be as well. For carriers, waiting for HDR means delay of 1 or 2 years, compared to IS-95B or 1XRTT. Joe
