Ridiculous. The breakup of the Soviet Union was not Gorbachov's plan. Gorbachov didn't do anything that he wasn't forced to do by events beyond his control. Gorby reacted to events and he, as he admits, didn't understand that once reform started, he could not control it. Reform itself was but a reaction to the circumstances the Soviet Union found itself in when confronted by a reinvigorated challenge from the West. The best thing you can say about Gorby is that he didn't resort to wholesale murder to retain power and to stop what had begun.
