Just spoke at length with a NIMA representative - Joe Obermeyer - who graciously took the time to detail out what is happening in the government's relationship with the Open GIS Consortium (OGC).

The National Imagaery and Mapping Association (NIMA) is a dept. of Defense related entity which is an amalgam of some of the mapping interests in the military/gov complex. They have needs in mapping related closely to the work of the OGC - particularly in terms of interoperability and open architecture. As the OGC was organizing to develop standards to promote interoperability and move away from segregation and incompatibility of proprietary products - NIMA was realizing that industry was trying to solve some of the problems which plagued the vast segments of the defense community.

So they join the OGC as a strategic member - encouraging the development of standards - by holding out the carrot of access to huge government GIS contracts - (they are just one of the stakeholders) - because NIMA is in the lead position to recommend particular! industry solutions to the different branches of the military/gov - and in fact these branches are awaiting NIMA decisions on GIS solutions offered by industry before making their next purchases - and this will be an ongoing process.

Mr. O. described GII97 as a 3 step process - the first - paper submissions - being finished up and announced by late April - or possibly put off until the next OGC-IPT meeting rescheduled in May. There isn't alot of money at this step - but he described it as being in the quarterfinals of the NCAA basketball tournament. The next step is a working demo of the tech - and of course the final is BIG orders from the stakeholders in the IPT - army - navy - airforce - pentagon -etc. The difference between this and basketball is that you can have the same players on different teams to some extent - because the GII97 RFP often suggests partnering - and component submissions (if you get my meaning) So - if you play well - the big boys of industry ask you to participate in Pickup Games for the commercial side????? Who knows.

We spoke about how the presence of these corporations developing standards favoring themselves because of their membership in the OGC - would have been viewed as collusion - and Mr. O. said he would have laughed 2 years ago at the prospect of Oracle and Microsoft sitting at a collaboration table. It is easy to see how folks might see the potential for abuse here (IMO) - but he says no-one has the whole solutions - there is no guarantee that new stuff won't replace the old - just that there is a need for the best possible product to be had at some given point - and whoever is there at that time will get it. He would not even broach the subject of discussion on Sedona Geo - and reiterated a few times that this was very sensitive at this point because of the submissions. He admitted - that in spite of the fact that this was not the 'final four' - just making it to this level will be a significant advantage to a company - because the IPT is not likely to re-invent the wheel after the car is rolling down the production line. But that is what GII98 can do - and that is probably a decent check and balance to this new approach. Partnering with industry - may be the new buzzword - but it was still brought on by the downsizing of R+D budgets for the military.

Yes - There appear to be very big dollars at the end of this rainbow - and the big orders should be flowing in 8 months or so if all goes well. Hopefully it will be flowing SCNG's way. The success of this project for SCNG - is fortunately not related to an advertising budget - but just to the strength and usability of the technology - and sythesizing what I have heard the last few months - I continue to believe that Sedona shines here. As I see it -this is also quite different than the company's marketing efforts to corporate America - and I have lost track of how much of their hopes are pinned where.

I will try to talk to the OGC-IPT taskforce co-chair Sue Kalweit next week - following up on her telling me she would speak with me after these submissions are released. There was probably more to say today but I wasn't in the mood to take notes from Mr. O - and hopefully I got the major points - which unfortunately you still can't take to the bank. Once again though, another confirmation that Sedona Geo is in a major ball game.
