Turkey Fears Chechnya May
Destabilize Caucasus

ANKARA, Nov 10, 1999 -- (Reuters) Turkish
Foreign Minister Ismail Cem said on Wednesday
Russia's military offensive in the rebel region of
Chechnya could spread instability throughout the
Caucasus region.

Moslem Turkey has close historic, economic and
cultural ties to the Caucasus region and many Turks
are sympathetic to the cause of Chechen
independence.

Some 200,000 refugees have fled Russia's
six-week-old campaign against Moslem rebels in
Chechnya, straining the resources of impoverished
neighboring regions.

"The events in Chechnya...cause great concern in Turkey," Cem said in a
written statement issued in Ankara. "The situation presents the danger of
spreading to the Caucasus and sparking regional instability."

His remarks came ahead of a meeting of the Organization for Security and
Cooperation in Europe (OSCE) to be held in the Turkish city of Istanbul on
November 18-19.

The OSCE is sending a mission to Chechnya to monitor the plight of the
refugees. Russia is likely to face tough criticism at the summit for its campaign
against Moslem rebels in the Chechnya region.
