can it be stated in relatively technology-independent terms,
such as ratio of cell size to line width (feature size)?

for example, DRAM cells are currently 8*(F squared),
trending toward 6 F**2, as IBM freely publicizes at:

for their gigabit chips.

also, e.e. times discusses now-routine 256Mbit FLASH tech at

eetimes.com

where multilevel (2-bit/4-state) FLASH now comes in at
64M cells per 40 sq. mm. 4-bit-per-cell flash exists
in the labs.
