Looks like this is the reason for disk drive shortage after all: from Sony Delays Release of New PCs till February 2000

Supplies of hard disks have recently been tight, following the discovery of defects in a major hard drive producer's products. There have been shortages of the hard drives throughout the personal computer industry as PC makers, which had been using the defective disk drives, rushed to secure new suppliers.

Sony's former hard disk supplier found itself swamped with orders and was unable to keep up shipments to the company. Because PCV-MX1 models are designed to allow users enjoy high-quality sound, Sony has adopted some special measures, including wrapping them with a soundproof cover, to prevent disk drive noise from interfering with music listening. These features mean that it will take some time to select a new disk drive and adapt it to Sony's specifications, company officials said.
