In fact we can look at what is MSFT innovation. In the Sun Microsystem Java series "not just JAVA: A Technology Briefing" (1999) by Peter van der Linden the question of MSFT innovation is discussed. On page 17 the following elucidates this question:

"When Bill Gates talks about 'freedom to innovate' he is not referring to software technology as people naturally assume. He means Microsoft's right to impose whatever contract terms are necessary to force people to keep using its products or deny them the ability to ship or use competing products. Microsoft's innovation is in licensing terms and restraint of trade, not software."
