Paraphrased again: Fear is what motivates some men to Salvation. God motivates men to salvation. Fear is a human emotion, but how can any flesh emotion bring man to God? Irresistable Grace says that elect man cannot escape God. I guess God could use a man's fear to motivate him.
Also, You lost me on the Matthew 5 question about Jesus telling us to be perfect as is our Father, by loving everyone, including our enemies, ie the wicked.
