I think that it is a little bit too early for this. First they have to prove up the reserve by the deep drlling. The thickness of the sands would impact the dredging by limiting the moves/set-ups not to mention where the good stuff if for planning purposes. Once this data is constructed I suspect that Hoogovens TS will then do a preliminary feasibility study in order to convince the party looking to come in that the IRR is positive.

The government has an opportunity to come out smelling like roses here if this feasibility suggests that Shubie mineral sands could be a money maker. There is about $500 mln of stranded investment that the government can take of their books, and at the same time keep some Capers and Bluenosers employed, pay taxes to their coffers. Lets hope that the grade and tonnage is present in sufficient quantities to convince someone to go for it! All indications suggest that it is there.

A recent news item of the government putting the squeeze to some retired nuns has given me cause to be concerned for their social conscience. I'm not even Catholic; but these ladies do not deserve to be made politicial pigskins. We'll keep an eye on this one.

As an aside, my margin chart tells me that beloww $1.50 that there is no margin and between $1.74 to $1.50 they'll only lend 20% of the value of the position. So there may be little margin calls left? LOL

A gut feel tells me that all the pieces of this puzzle are just waiting to be placed together. My main reason for optimism is that the government is boxed into a corner and their only way out is to make the company saleable by having this feasibility produce a CF like a Bay of Fundy tidal bore, and I have no gut feel telling me that the fit is not there. Failing that the poor NS tax payers will (maybe) have to eat ~500 mln in stranded investment, closure & reclamation costs.

IMHO, if this project did not have a chance of a payback, the government, now rich with the Sable Island Gas revenues, would have jettisoned this albatross soon after taking office(a la Chretien and the helicopters chop chop). Lets hope that this albatross is like in golf where it is a rare occurrence and is a positive thing. As opposed to the millstone connotation.
