Carriers should opt for the 90% discount. The idea is to build share rapidly. No doubt the demand is already there, but with the 90% concession they could get other considerations that would be of much greater value when critical mass is achieved. For example, the carriers could push a bigger degree of provisioning and maintenance onto CLECs.
