I am not sure what text you are talking about. I'm pretty sure I looked up the business description of the Japanese company in one of my Japanese company handbooks and found they are in a related business to Ortel. And knowing how Japanese companies invest equity and the fact that JDSU also has a special Japanese relationship makes me think that this is not just a pure "financial" investment, as you put it.
