I assume QCOM will also be rightly included in new 3G standards, but that is already assumed into the price of QCOM stock.

Here's an announcement today that a smaller company (with as many CDMA patents as QCOM and a much lower PE)is definitely in the new ITU 3G standards with its own intellectual property rights:
